https://www.bungie.net/en/ClanV2/Index?groupId=2746337 is saying the group is full so I cannot request an invite via that method. The count only shows 76/100, so not sure what's up there.

There is a little admin that has to happen with the PC Group by @gobi42 or @theL33tness to free up requests. Bungie does their clan membership a little screwy, so even someone requesting to join or getting an invite sent to them counts as a member, until they are accepted/declined. So there are some previous requests/invites that need to be dealt with before you can request to join. I would say give it a day and then try again. Should be cleaned up then..
